Killing Foreigners Just a Common Case in Voronezh
Governor of Voronezh Region, Vladimir Kulakov held an urgent meeting Wednesday only to call for considering the murder of Peru’s student Enrique Anhelis Hurtado an ordinary crime. Russia’s Education and Science Minister Andrey Fursenko doesn’t seem to share this point of view. On the same day, the minister vowed to review the list of universities recommended for foreign students “depending on the situation in the regions.”
On October 12, 2005, Governor of Voronezh Region, Vladimir Kulakov urgently met representatives of the local enforcement bodies and universities’ rectors to focus on “the antisocial behavior in the youth community.” The obvious highlight was the murder of Peruvian student Enrique Anhelis Hurtado.

Enrique Anhelis Hurtado and a few more students were walking in the wood, nor far from Voronezh Olympic Sports Complex, when they were attacked by a group of hooligans armed with metal rods, bludgeons and knives. Hurtado died en route to the hospital from brain injury and two knife wounds in the thigh. On Tuesday, around 300 foreign students marched along the streets of Voronezh with posters reading “We want to live!” and “Stop killing us!” Some students hurry to leave Russia.

After the meeting at the governor’s, regional prosecutor Alexander Ponomarev said “a young man suspected in attacking foreigners has been detained” but declined to elaborate. According to Ponomarev, the murder of Peruvian student is in line with “the general context of criminal situation in Voronezh.” Governor Kulakov appears to think the same. Kulakov said the Peruvian was killed by “a group of marginal youth.” “No highly organized structure is needed to make a small group, take a drop of alcohol, take sticks and go to beat foreigners,” the governor specified.

Notwithstanding strong belief of Voronezh authorities in common murder, Russia’s Education Minister made a special statement yesterday, pledging to review the list of universities recommended for foreigners and saying not only Voronezh institutions may be crossed out of the list.
