Rostekhnologia Gets State Enterprises
Although Rostekhnologia head Sergey Chemezov has not convinced all the ministries involved to agree to the proposal he made half a year ago on the transfer of several hundred state enterprises to the state corporation, the project has been approved by presidential structures. Now Deputy Prime Minister Igor Shuvalov has written a letter ordering the ministries to finish working on a June 3 draft presidential decree and turn it into the government by June 9. The decree in question lists up to 600 federal state unitary enterprises and joints stock companies with state participation for transfer to Rostekhnologia.
The Federal Antimonopoly Service remains opposed to the idea of transferring that quantity of shares to Rostekhnologia. It doubts, for example, the wisdom of giving the state corporation shares in companies controlled by private investors. “The current owners could be placed in a situation where they will be forced to decline to participate in a business, considering the administrative possibilities of a state corporation,” a source in the FAS said. The Finance Ministry, in the meantime, objects to transferring companies not directly related to the production of arms to Rostekhnologia. There are 470 enterprises in the latest version of the presidential decree. They include medical enterprises, as well as those in heavy industry, metallurgy and other fields.

The ministries received the decree formally only yesterday, however, and they will spend the end of this week at the Economic Forum in St. Petersburg.
