Counters for Russias Internet
Envoys of the RF Federation Council, Interior Ministry, Justice Ministry and Public Chamber presented yesterday the drafts for legal control over the Internet. The actual proposal is to amend mass media laws and register as mass media all web-sites with the daily audience of at least 1,000. The initiative is technically non-realizable, the analysts say.
You can find anything in todays Internet kid pornography, sites of terrorists, calls for extremism, calumny. This information flow should be regulated in the legal field, said Fed Council Senator Vladimir Slutsker, who initiated the amendments.

According to the RF Communication Ministry, some 35 million people use Internet in Russia the figures could be compared with the circulation of all printed media of the country. There are at least 800 extremist sites in Russias Internet, specified Alexander Brod, member of Public Chamber and chief of Moscow Bureau for Human Rights.

So, masterminds of legal control over the Internet suggested introducing the requirement for mandatory registration of all Internet sites with the daily audience of no less than 1,000 hits, which corresponds to the Clause 12 of Mass Media Act imposing such registration on all media with the daily circulation of at least 1,000.

Another proposal is to amend the Clause 57 that makes mass media non-liable for the release of non-adequate information or slander should it be word-for-word republication of another medias report.
