Bashkiria Wants to Revive Delimitation Authority Agreement
Deputies of Bashkiria’s State Assembly have proposed to Russian President Vladimir Putin to revive agreement on authority delimitation between the federal center and Bashkiria. Popular in time of the sovereignty parade, the agreements of that kind actually lost validity after Kremlin headed for vertical power strengthening. Now, Moscow’s readiness to bring back to life such agreement with Tatarstan has inspired the hopes of Bashkir political elite for establishing special relations with Moscow.
The agreement on authority delimitation between Russia and Bashkortostan dates back to August 1994. The document was sealed in time when the obviously weak center was craving for loyalty of powerful regions. Pursuant to the agreement, Bashkiria is a real State within the Russian Federation with vast economic and political rights. Its land, subsoil and industrial potential are in exclusive ownership of the peoples of Bashkortostan.
Election of Vladimir Putin as the president of Russia put an end to the new agreements and meant no prolongation for those that had been sealed before his reign.
Now Bashkiria seems resolved to raise the issue of authority distribution once again, the deputies of Bashkir legislature have submitted a letter to Putin calling for agreement’s renewal, the more so that it could be timed to the 450th anniversary of voluntary annexation of Bashkiria to Russia that will be marked in 2007.
