New Federal Education
It emerged that the RF Government’s Presidium will focus June 23 on establishment of three federal universities in the country based on the Far East State University, Moscow Engineering Physics Institute (MIFI) and Moscow Institute of Steel and Alloys (MISiS). Roughly 9 billion ruble will be spent for this purpose in 2009.
The Far East University is the leader in the status race. The resolve to create it has been confirmed by the May 7 decree of President Dmitry Medvedev. But the document specifies the plans to set up other federal universities in Russia, and MIFI and MISiS have matched the required category.

When it comes to the Far East University, its destiny was predetermined by the summit of Asia-Pacific Economic Cooperation (APEC) that Vladivostok hosts in 2012.

Unlike the first project that is expected to consolidate universities of Primorie region and advance solution of regional problems, a federal university based on MIFI is rather an example of the branch project. It is created in tandem with Russia’s Federal Atomic Energy Agency (Rosatom) as a corporate educational institution of nuclear experts.

The masterminds of the third project staked on the partnership with private business. MISiS will be a part of the A101 Developer Project that provides for constructing a campus in Kommunarka village by a firm belonging to Senator Vadim Moshkovich, who co-owns Rusagro. In return, the university is to have the departments covering three highlights of today’s Russia – IT, nano-technology and biotechnology and medicine.

Of interest is that the program for federal university development doesn’t mention such big names as the Moscow State University (MGU) and St. Petersburg State University (SPbGU) for that year. The sources say the issue of assigning federal status to them has been shelved and both universities may count on no more than extra appropriations from the budget of five-year programs for fundamental research.
