Putin Took Control
The RF Prime Minister and United Russia Chairman Vladimir Putin determined yesterday the format to lead the party his year. It is clear now that Putin will regularly meet with spokesmen of United Russia and his participation in the party’s affairs will be permanent. The sources say Putin has undertaken to arrange the meeting of United Russia with President Dmitry Medvedev.
Three bosses of United Russia, Supreme Council head Boris Gryzlov, General Council Presidium Secretary Vyacheslav Volodin and Executive Committee chief Andrei Vorobiev, had been invited to meet with Vladimir Putin in Novo Ogarevo residence yesterday.

The event was also attended by Sergei Sobyanin, member of United Russia’s Supreme Council and head of the government’s office, and Vladislav Surkov, first deputy head of the president’s office. It was the first official get-together of Putin and the party held almost in private.

“I’d like to have the party as a link between citizens of the country and authorities in general and the government in particular. I think it essential. Such big public structures are created exactly for this purpose,” Putin announced yesterday, signaling he would pass control over the party to none of the office intermediaries and his word would be the last in determining the concept for reorganizing the party and changing its role in the country’s political system.

“Further development of the party hasn’t been finally decided yet. There is certain competition of concepts. More likely than not, Putin will be directly controlling the party in the manual mode during this modernization. The need in it will end no sooner than the modernization is completed up to his desire,” said Evgeny Minchenko, director of the International Institute of Political Expertise.
