“The highlight is the industry’s development. It is maintaining production and exploring the mineral and raw base. It is vital for the state, the key thing, and all funds are to be funneled there,” Igor Sechin said.

Vice Premier Inspects Production
Igor Sechin has debuted as the vice premier in charge of fuel and energy complex of the country by paying a visit to the Tyumen region and Khanty-Mansiysk Autonomous District. Amid other things, Sechin inspected facilities of Yuganskneftegaz, in which transfer from Yukos to Rosneft he had been involved. Overall, Sechin sought the promise of oilmen that they will re-invest in production the money generated from tax benefits of 160 billion ruble to 170 billion ruble.
Accompanied by Energy Minister Sergei Shmatko and Russian Federal Natural Resources Agency (Rosnedra) chief Anatoly Ledovskikh, Sechin arrived in Tyumen at night from Tuesday to Wednesday. During his brief visit, the top-ranked bureacrat managed to meet with Tyumen Region’s Governor Vladimir Yakushev, visit Siberian Research and Analytical Center and take part in the launch of core-storage of TNK-BP’s Tyumen Oil Research Center. The last event was held at about 3:00 a.m. local time.

Sechin headed for Surgut in the next effort and then to Nefteyugansk to inspect the industrial facilities of Rosneft subsidiary Yuganskneftegaz. Exactly Sechin is generally thought to be the mastermind of Yuganskneftegaz transfer to Rosneft after the arrest of Yukos ex-CEO Mikhail Khodorkovsky.

All meetings that Sechin held in the region were closed. The result of the yesterday’s sittings was the so-called verbal agreement of the government and oil companies, whereby the latter would transfer money generated from zero rate on the oil production to the geological survey and equipment upgrade, enabling, therefore, to step up the output.

“The highlight is the industry’s development. It is maintaining production and exploring the mineral and raw base. It is vital for the state, the key thing, and all funds are to be funneled there,” Sechin said at the briefing that lasted for five minutes at most. After it, the vice premier left Khanty-Mansiysk for Surgut, to attend, perhaps, the celebration of Vladimir Bodganov’s birthday. Bogdanov is the general director at Surgutneftegaz. Sechin will also inspect the company’s facilities and hold meetings on energy problems.
