The Fishery Malfunction
The pattern used by Vladimir Putin to establish the government has suffered the first malfunction. Six regional associations of fishery managers have addressed the prime minister to retain the authority of the State Fishery Committee (Goskomrybolovstvo) at least till January 2009 instead of reorganizing it into the agency at the RF Agriculture Ministry. Without challenging the principles of cabinet creation, the lobbyists insist that reforms in the industry will make no sense without this step.
Six public associations of fishery managers have delivered official letters to president and prime minister, urging them to suspend the effect of May 12 decree of the president on winding up the State Fishery Committee by reorganizing it into a Federal Fishery Agency.
In their letters to President Dmitry Medvedev, Prime Minister Vladimir Putin, First Vice Premier Viktor Zubkov, the businessmen request “not to put them into a difficult position when changing the bureaucratic system of administration,” i.e. in time of the government’s reform.
According to businessmen, “another reform” has threatened the timely execution of the emerging-from-crisis order made by Vladimir Putin in Astrakhan in August 2007. In the recent 15 years, the fishery branch went through eight federal reforms and its chiefs were replaced ten times.
The proposal of the fishery community is to retain Goskomrybolovstvo at least till January 20, 2009, enabling it to manage the industry and proceed with shaping the documents aimed at improving the fishery laws. One of the uncompleted highlights, the businessmen specified, is allocating the ten-year catch quotas from January 1, 2009.
