Economic Ministry Violated the Package Agreement
The establishment of state corporation could be completed till the end of April, said Rostekhnologii CEO Sergei Chemezov. But the RF Economic Development Ministry has refused to agree on the draft of the president’s ruling to transfer to the corporation the state stakes in more than 500 enterprises. The demand of the ministry is that the stocks of KamAZ and some airlines should be excluded from the list of the government’s assets to be contributed to the state corporation. Besides, the ministry wants to get the detailed substation for other stakes eyed by Rostekhnologii.
First of all, Economic Development Ministry opposes the transfer of a number of airline assets. It is not clear what assets are meant in particular, as Rostekhnologii wants the majority stake in AIRUnion, 100 percent in GTK Rossia, 51 percent in Vladivostok Avia and 25.5 percent in Sibir Airline.

The stake of 37.8 percent in KamAZ truck maker is another stumbling block. The ministry presses for making private the stake instead of contributing it to Rostekhnologii, reasoning that privatization is more preferable for most of the government’s assets.

An last but not least, the ministry disputes expediency of transferring to Rostekhnologii the government’s stakes, which size is less than the majority ownership, while the list sets forth more than 120 of them. According to the ministry, the only exception could be the enterprises, for which Chemezov’s subordinates will manage to prove the capacity of consolidating the majority ownership.
