Medvedev Will Launch Anticorruption Campaign
A draft law “On Combating Corruption” is ready and will be introduced into the State Duma by President Dmitry Medvedev after his inauguration, Mikhail Grishankov, first deputy chairman of the Duma Security Committee and chairman of the Duma commission on combating corruption. Grishankov, a member of the United Russia faction, has announced the presence of an anticorruption law before. Russia has to pass such a law as part of its ratification of the UN convention against corruption. A separate article will probably be adopted defining corruption, in part, as “illegal use by a public official of his authority or position contrary to the legal interests of society and state accompanied by personal benefit.”
Grishankov did not specify what actions would be classified as corrupt, or what measures would be taken against them, but he stated, “a system of measures to combat [corruption] are being built mostly around the use of preventative measures intended, in particular, to create an atmosphere of disadvantage for corrupt behavior.” He added that detailed measures of punishment would be written into the Criminal Code. Grishankov is also urging administrative controls, such as punishment for the inaccurate reporting of an official's property and a two- to three-year ban after an official leaves office on employment by companies whose activities the official was responsible for. Such a ban would have prevented German Gref from taking the helm of Sberbank immediately after being minister of economic development and trade, for example.
Grishankov stated that a new agency is needed “to implement successfully the national anticorruption strategy.” He said it would not be another law enforcement agency, since there already enough of them, but a coordinating structure answerable to government officials on the highest level. The text of the bill has not been seen by Duma members, aside from members of the working group, yet. Members of the opposition are suspicious of the effectiveness of the proposed law. United Russia faction members defeated an anticorruption proposal introduced by the Just Russia faction on April 2.
