The Tax Service Gets Personal
Former general director of the Eldorado chain Alexander Shifrin has been charged with tax evasion of almost 8 billion rubles from 2004 and 2005. With fines, the household electronics chain's tax bill cones to 15 billion rubles. The main department of the Interior Ministry opened the case on April 1 after a tax audit and yesterday the Eldorado corporate office in Moscow was searched. The search lasted most of the day. Investigators were accompanied by about ten special forces troops.
Shifrin is being charged under article 199 of the Criminal Code of the Russian Federation (“Evasion of the Payment or Collection of an Organization's Taxes). That article applies only to persons, not to companies. It is punishable by fines up to 500,000 rubles or three years' imprisonment. Shifrin has not been questioned in the case yet.
Eldorado is owned by Igor Yakovlev, who founded the company in 1994. The chain consists of 1100 Eldorado stores, six Eto stores and 450 Eldorado cellular communications stores. Yakovlev also owns the Sulpak chain in Kazakhstan, which has over 40 stores. The group reported consolidated turnover in 2007 of $6 billion, with $1 billion in debts. The Eldorado chain was the fifth largest retailer in Russia in 2006. Shifrin started working at Eldorado in 1996, when he became the company's chief accountant. He was made financial director in 1998 and was general director from 2004 to 2007. He left the company to set up a credit organization.
