Officials Received Good Raises in 2007
According to data published yesterday by Rosstat, the salaries of government officials rose significantly last year. The biggest increases were received by officials of the executive branch of subjects of the federation, whose salaries, on average, exceeded $1000 per month for the first time. The number of employees of government agencies increased by 7.9 percent to more than 1.5 million people. Their salaries are significantly higher than the national average of 13,518 rubles per month.
The average salary of an employee of a territorial office of a federal agency increased by 47.9 percent last year, which is equivalent to 35.7 percent in real terms. That growth was 24 percent in 2006, to 13,425 rubles per month. The salaries of region officials in the executive branch increased by only 24.1 percent (compared to 28.6 percent in 2006), although they nonetheless receive the highest average salaries, at 25,600 rubles per month (21,000 rubles in 2006). Municipal officials collected an average of 14,650 rubles per month last year, up 21.5 percent 11.980 rubles in 2006. In 2006, their salaries increased by 24.5 percent.
The highest salaries for employees of the executive branch of subjects of the federation in 2007 were noted in the Nenets Autonomous Area (67,700 rubles per month), followed by Yamal-Nenets (58,620 rubles) and Khanty-Mansi (52,140). The lowest salaries were in Kabardino-Balkaria (10,900 rubles) and Kalmykia (12,100 rubles). In Moscow, that average was 34,300 rubles (up from 24,000 in 2006), in Moscow Region it was 34,770 rubles (up from 24,000 rubles). In St. Petersburg, it was 36,700 rubles (30,990 rubles in 2006) and in Leningrad Region 38,100 rubles (34,573 rubles in 2006). Moscow officials have better social benefits than those in St. Petersburg, however.
