Gazprom Chooses Shtokman Designers
Gazprom has chosen the design engineers for the first stage of the Shtokman deposit development project. The winners of the tender are the French firm Technip DORIS and the British J.P. Kenny. The design project may be worth $14-15 billion, according to Yury Komarov, head of Shtokman Development AG. The foreign companies will conclude contracts with St. Petersburg company Gidrospetsgaz. Technip DORIS and the Russian company Petro Teknik will develop a design for a liquefied natural gas plant. J.P. Kenny and Gidrospetsgaz will design a pipeline system between the deposit and the shoreline, 600 km. away.
The first phase of the development of the Shtokman deposit is being carried out by Shtokman Development AG, a Swiss company in which Gazprom owns 51 percent, France's Total 25 percent and the Norwegian Statoil 24 percent. The first phase of the project entails setting up production of 23.7 billion cu. m. of natural gas at the deposit in 2013 and the production of liquefied natural gas the next year. The license to the deposit belongs to Sevmorneftegaz, which is wholly owned by Gazprom. The deposit has reserves of 3.7 trillion cu. m. of gas.

The front end engineering design is to be ready by 2009 and will serve as the base for a tender for contractors to develop the site. Analysts expected Norwegian companies to be chosen to design the project. Under the shareholders' agreement, the French have a veto in technical disputes. Komarov stated that Russian companies will be shown preference in the selection of contractors.
