Strategic Investments Second Reading
Amendments to the second reading of the law “On Restrictions on Foreign Investors in Strategic Sectors of the Economy,” as well as amendments to the law “On Mineral Deposits” and other laws, will be considered by the State Duma Committee on Construction and land Relations today. The amendments were approved last Monday by Russian President Vladimir Putin and a session of the government.
The first reading of the strategic sectors law, drafted by the Ministry of Industry and Energy, took place last September, after more than tow years of discussion. The amendments to the law on mineral deposits were drafted by the Ministry of Natural Resources. Both were conciliated with the Ministry of Economic Development and Trade, enforcement agencies and the presidential administration. As a result, the documents were almost fully rewritten since they were last before the Duma.
The president made changes to the law on March 4 concerning Internet providers and monopolies in the printing and publishing industries. The conditions for foreign companies investing in companies that own strategic deposits remain unchanged from the first reading of the draft. The final vote on the package is expected to take place on March 19.
