Warning 1803 to Iran
U.N. Security Council voted for new sanctions on Iran late Monday. Under Resolution 1803, foreign accounts of some Iranian enterprises and officials will be frozen and selling the double-purpose goods to Iran will be prohibited if the country doesn’t halt its uranium enrichment programs within 90 days.
By adopting Resolution 1803, the Security Council banned any contacts of the U.N. member states with a number of Iranian nuclear and energy companies and heavy-industry enterprises. The list sets forth 13 names and 13 enterprises. The Council also blocked the import and export of sensitive nuclear material and equipment both of civic and defense designation.

For the sake of executing this provision, the Council urged the nations to inspect all suspicious cargo crossing Iranian borders and called on the international community to exercise vigilance when putting into effect new trading and financial agreements with Iran, including granting the export credits, assuming liabilities or providing guarantees to the residents of foreign states involved in the trade with Iran. The recommendation is to be on guard when working with financial institutions that have any contacts with Iranian banks, particularly with Bank Melli and Bank Saderat and with their foreign offices.

For Iran, the strongest blow would be, perhaps, the ban on export of double-purpose goods, as the range of prohibited product is very wide. Regardless, the sanctions won’t take effect soon. The resolution gives 90 days to Tehran to suspend all enrichment-related and reprocessing activities, including research and development. IAEA will control the process.

The analysts view the resolution as the last warning of Washington to Iran. Tehran, however, has denounced it already.
