Chemezov Unwilling to Share Stocks with Govt
The plans of Rostekhnologii CEO Sergei Chemezov to consolidate the state-controlled stakes in nearly 250 enterprises have been opposed by the RF Government’s Military and Industrial Commission headed by First Deputy Prime Minister Sergei Ivanov. Ivanov approved the alternative scenario of building up the asset contribution of the RF to Rostekhnologii capital, the one that provides for creating four defense holdings with the 100-percent ownership of the government at the first stage and transferring to Rostekhnologii no more than 75 percent in them afterwards. In Rostekhnologii, they say they will attempt to have it their own way.
In late December, Sergei Chemezov submitted to the government a draft ruling of the RF president for building up the government’s contribution to the authorized capital of Rostekhnologii. The list sets forth nearly 250 enterprises, including 169 strategic ones. The proposal is transferring the state-controlled stakes in them into the ownership of the state corporation.

An alternative scenario emerged in mid-January. First Deputy Chairman of the RF Government’s Military and Industrial Commission, Minister Vladislav Putilin suggested creating from defense enterprises the holdings with government’s ownership of 100 percent to begin with and transferring a portion of their stakes to Rostekhnologii in the next effort. The government will retain at least 25 percent in those holdings in the end. According to one of the Commission members, they were shocked to learn about the prepared transfer of two thirds of the enterprises involved in executing the government’s defense order.

People in Defense Ministry are well aware of Putilin’s scenario. “The time-plan of establishing integrated structures provides for creation of four branch holdings – for the ammunition, conventional arms, aircraft and electronic industries,” said a source with the ministry, specifying that First Deputy Prime Minister Sergei Ivanov personally approved that plan.
