Rostekhnologia Has Antiaircraft Systems
The Rostekhnologia state corporation, being formed around Rosoboronexport, may receive Instrument Design Bureau, one of Russia's largest arms exports. The Tula enterprise is on the list state assets that Rostekhnologia is laying claim to. This may lead to conflict of interests with Almaz-Antei, which makes antiaircraft defense systems similar to Instrument Design Bureau's.
Instrument Design Bureau makes Metis-M and Kornet-E antitank missile systems and Pantsir-S1 short-range ballistic missiles. Its portfolio of orders totals $6 billion per year and 87.2 percent of its production is exported, accounting for 5 percent of Russia's arms exports in 2006. The bureau was authorized to make its own deliveries abroad until January 2007. Since then, all of its orders have been delivered through Rosoboronexport. The Pantsir competes on the domestic and international markets with Almaz-Antei's Tor.
The Instrument Design Bureau may receive certain benefits from its incorporation into Rostekhnologia, since Almaz-Antei will also be part of it, and Rostekhnologia will market both the Pantsir and Tor. Currently, the Instrument Design Bureau has contracts with Syria and Algeria for Kornets. This year, delivery of 50 Pantsirs for $734 million to the United Arab Emirates will begin. Syria and Algeria will also receive Pantsirs.
