Atomstroiexport Will Operate Bushehr
A Russian-Iranian joint venture involving Atomstroiexport will operate the first block of the Bushehr atomic power plant in Iran. This is the first time in the Russian atomic industry that a contractor will participate in the running of a plant for the entire guaranteed period of its operation. Iranian personnel will be trained in Russia and Russian specialists will work in Iran as part of the joint venture, and Atomstroiexport will receive a profit from it. A working group will be formed within the next three months to work out the financial and organizational details.
The goal of the joint venture, which was initiated by the Russians, is to minimize risks from the operation of the plant. The usual guaranteed period of operation is one year. The second block at Bushehr will be purely Iranian. It was scheduled to be launched in early 2006. The first nuclear fuel was delivered to the plant in December, which is usually a sign that operation will begin in six months.
A Rosatom source said that Atomstroiexport would not have any part of the charter capital of the plant, and an Iranian source specified that the Russian company would receive profit only as the managing company. Observers say that the Iranians were forced to form a partnership with the Russians due to their limited experience atomic energy. Mikhail Stiskin of Troika Dialog commented that the move is “extremely ambiguous from the point of view of possible political risks and economic benefit.”
