The Turks Put Out Of Way
Russia’s Transport Ministry has determined interim results of concession tenders for the first sections of Moscow-St. Petersburg and Moscow-Minsk toll highways. In line with all expectations, the firms of Lider (Leader) Management Co. and French Vinci were OKed to proceed with their bidding efforts. Turkish Enka was less lucky, its firms weren’t sanctioned to bid for a single section of roads.
Russia’s Transport Ministry announced yesterday the completion of preliminary selection of bidders that will compete for concession to the 15km-58km area of Moscow-St. Petersburg high-speed road and a section of international Moscow-Minsk road that will run bypassing the Moscow region’s Odintsovo.
The aggregate worth of two projects is estimated at $3 billion. Of this amount, the private business is expected to inject a bit less than $2 billion and the money of Investment Fund will cover the remainder. The final results of the tender will be known by this year-end, promised Oleg Belozerov, chief of federal road agency Rosavtodor.
The analysts stake on Lider as the race frontrunner. Lider has set up a consortium of Gazprombank, Portugal’s Brisa, German Alpine Bau and Spanish FCC Construccion to get a portion of the lucrative project. But the bidders favor Vinci, reasoning it is backed up by St. Petersburg authorities and has the bank guarantees of VTB.
