Office audits uncovered 31.7 billion rubles in underpayments in 2007, and on-site audits produced 24.6 billion rubles. Another 10.1 billion rubles in fines were imposed.

The Taxman Is Never Wrong
The Moscow Department of the Federal Tax Service has issued detailed statistics on its audit activities for the first time. In 2007, 6049 of the 1.2 million companies (0.5 percent) on the tax rolls in the Russian capital were audited. However, 541 of Moscow's 833 largest companies (65 percent) were audited. Violations were found at 98 percent of the companies audited (99.6 percent of the large companies). Nonetheless, those audits produced less revenue in 2007 than they did in 2006.
That does not mean that every audit resulted in the discovery of underpayment, since large companies are audited regularly, and it took only the slightest error to be included on the list of violators. The most problematic tax last year was the VAT. A million “office “audits (without a visitor to the taxpayer) of VAT payment were carried out in Moscow last year, resulting in the discovery of 33,000 violation (3.3 percent). On-site audits were more productive, with 5700 visits resulting in the discovery of 4678 violations (82 percent).
