OSCE Sends Technical Group
The OSCE Office for Democratic Institutions and Human Rights has announced that it is sending a technical group to Russia to prepare the way for the observers' delegation. The OSCE office and the Russian Central Elections Commission have still not agreed on the arrival date for the mission, however, with the OSCE insisting on February 15, and the CEC on February 20. First Deputy Foreign Minister Andrey Denisov commented yesterday that “We hope the negotiations will be continued. But if not, it won't spoil the Russian elections.”
Acting Office for Democratic Institutions and Human Rights press secretary Curtis Badden said that the first group observers would arrive in Russia on February 8, assuming they received visas. Four members of the technical group arrived on Wednesday and five more arrive today. They will arrange housing, translators, drivers, cellular phones, computers and so on. CEC member Igor Borisov stated that the observers should have no trouble receiving visas, since the CEC petitioned for a simplified procedure for them.

A delegation from the Council of Europe Parliamentary Assembly arrived in Moscow today. The CEC will hold a seminar for election observers on February 11-12. The presidential election is March 2.
