Govt Doesn't Look Back to Complete the Year
First time from September 24, 2007, Russia’s President Vladimir Putin will attend the government’s meeting today, December 27, 2007. Putin intends to wish happy New Year to the cabinet, while the ministers expect him to drop hints about the prospects after March 2008 elections.
Apart from president’s congratulations, the order of business of the cabinet’s meeting sets forth a consolidated report on results and guidelines for the government in 2008 through 2010. The report that will be delivered by Vice Premier Alexander Zhukov was elaborated by Economic Development Ministry.

Of interest is that the ministry’s masterminds were very specific when summing up the achievements of 2006, but ignored the results of 2007 as much as possible. The year’s targets were attained of course, but those were the targets after thorough adjustment.

The surge in consumer prices that was planned at 6 percent in past year’s report is, perhaps, the most illustrative example. Indeed, today’s report gives no less than 12 percent. The specific weight of innovation product in the overall sales of industry was just 8.5 percent under this year’s evaluation vs the initial target of 15 percent.

What’s more, of 194 pages of the consolidated report, 149 are dedicated to government’s guidelines for 2008 through 2010. The oddity is that the plans will hardly survive the presidential elections of March 2008 and the subsequent change of the government.
