Indian Frigates to Moor to Severnaya Verf
Federal-run Rosoboronexport is negotiating construction of another three frigates for India. The overall worth of the contract will be at least $1.7 billion and Severnaya Verf could be the key contractor.
The fact that Rosoboronexport is in talks about supplying to India another three frigates under Project 11356 has been reported by a source with one of profile departments. “The consultations are active and we count on signing the contract soon,” the bureaucrat hoped. A source with shipbuilding community specified that the negotiations had been underway since 2006 and India would probably apply to Federal Service for Military and Technical Cooperation already in April or May.

The sources say Rosoboronexport is considering St. Petersburg Severnaya Verf (United Industrial Corp) as the key contractor, and cooperation with Baltiysky Works is also possible. Each frigate could cost roughly $400 million, said Oleg Shulyakovsky, former general director at Baltiysky Works. So, with regard to Rosoboronexport commission, the cost of spares, battle reserves and training of crew, the contract budget will be no less than $1.7 billion.

Exactly Baltiysky Works that is also a part of United Industrial Corp constructed the first three frigates of Project 11356. The worth of that contract exceeded $1 billion and the vessels were handed over to India in 2003 to 2004. In 2006, Severnaya Verf lost to Kaliningrad Yantar the tender for three more frigates worth $1.6 billion. That contract was inked in July 2006 and the vessels are to be handed over in 2010 through 2011.
