Agriculture Ministry Suggests Sanctioning Farmers to Fix Prices
The portion of the Bill on State Control over Trading elaborated by the RF Ministry of Agriculture actually bans retailers from independently fixing the prices and commits them to accept wholesale prices of suppliers.
Federal Antimonopoly Service presented past week its chapter to the Guidelines of the State Control over Trading that is being elaborated by the Economic Development and Trade Ministry. The contribution of antimonopoly authority to the future law stirred up resentment on the market. The basic threat was lowering the initial ceiling of food chain-store dominance to 15 percent on the local markets.

The proposals of the Ministry of Agriculture were another blow for the market players. The agricultural bureaucrats suggested sanctioning the government “to limit extra charges for trading under the list of products that is subject to its approval.”

“The chapter made out by the Ministry of Agriculture evidently lobbies interests of agricultural producers, first of all the major ones. Introducing the indicated restrictions will create a situation when trading in agricultural product is no longer profitable for the chains.” said X5 Retail Group chief Lev Khasis.
