Rosoboronexport Armed by Special Weapons
Russia’s President Vladimir Putin has set to establishing the strength of the state-run Rostekhnologii that is emerging based on the assets of federal-run Rosoboronexport. In line with all expectations, the office of general director went to Sergei Chemezov, a personal friend of President Vladimir Putin and the former chief of Rosoboronexport.
The presidential press service promulgated yesterday a number of decrees related to appointments in Rostekhnologii and Rosoboronexport. Anatoly Isaikin, for instance, took over Rosoboronexport instead of Sergei Chemezov, who moved to Rostekhnologii.
Prior to this appointment, Isaikin was Chemezov’s deputy in Rosoboronexport; the scope of his authority was limited to the economic safety, economical activity and deliveries of special armaments. According to Isaikin, the sales of special armaments don’t exceed 1 percent of the overall deliveries of Rosoboronexport ($5.2 billion in 2006).
In Rosoboronexport, Isaikin “was one of the most trusted persons for Sergei Chemezov, executing all his orders,” said sources with defense industry of the country. “Anyway, the matter at stake is a person extremely loyal to Sergei Chemezov, who has always been his right hand,” said a source close to Chemezov.
Rostekhnologii is a personal project of Sergei Chemezov, who had once served in KGB’s foreign intelligence together with Vladimir Putin. Its creation sets forth two stages. To begin with, the federal-run Rosoboronexport will be reorganized into an open joint-stock company. Then, it will merge into the state corporation together with subsidiaries, including VSMPO-Avisma, AvtoVAZ, Russpetsstal, Oboronprom.
In essence, Rostekhnologii will be a state holding of special status with the subsidiaries sanctioned to make any action on the market, including IPOs.
Today’s aggregate assets of Rosoboronexport are estimated at $25 billion. Another $5.5 billion annually passes through its accounts as export contracts. The order portfolio exceeds $23 billion.
But not the appointments of Chemezov and Isaikin stole the show. Contrary to all expectations, Defense Minister Anatoly Serdyukov has chaired the Supervisory Board at Rostekhnologii instead of First Vice Premier Sergei Ivanov. Serdyukov was probably lobbied by Russia’s PM Viktor Zubkov, who is his father-in-law. The sources say Serdyukov had a solid chance to become the general director at Rostekhnologii.
