The French to Deliver Current to Olympic Facilities
RAO UES of Russia has found the method to finance construction of power plants for Sochi 2014 Olympics. Three plants with the aggregate capacity of 1,000 MW will be built under the project financing pattern. France’s Gaz de France and Electricite de France have manifested their interest in the projects. The analysts say the projects will be of real interest provided the problem of supplying gas to the future plants is finally sorted out.
Three power plants will be constructed in the Krasnodar region under the project financing pattern, said Marita Nagoga, who heads the mass media department at RAO UES of Russia. Adler, Tuapse and Novorossiysk power plants with the aggregate capacity of 1,000 MW are due to become operational by 2013.
RAO UES of Russia CEO Anatoly Chubais pledged in July to launch in Sochi new and upgraded power plans with the aggregate capacity of 1,129 MW. The total budget of the work was estimated at 83.6 billion rubles. Today’s capacity of Sochi power plants equals 350 MW and RAO UES promises to step it up by 900 MW by 2014, including 300 MW targeted at Olympic sport facilities.
Under the agreement of RAO UES of Russia and Krasnodar District Governor Alexander Tkachev, the energy companies will appropriate 20.7 billion rubles under the federal target program aimed at developing Sochi as a mountain and climatic resort. Federal budget will provide 38 billion rubles, but that money will go to fund electrical grid facilities.
“There is no money for constructing three new plants,” said a source close to RAO UES. “So, the outside investors will be attracted. The negotiations have been launched with Electricite de France and Gaz de France.” In both French companies, they have declined to comment on the information.
