DVB-T to Become TV Standard by 2015
The commission headed by First Deputy Prime Minister Dmitry Medvedev approved the “Conception for the Development of Television and Radio Broadcasting in Russia (2008-2015)” yesterday. It will now be forwarded to the government in the coming days. It took two years for the Federal Mass Communications, Telecommunications and Cultural Heritage Supervisory Agency (Rossvyazokhrankultura), the Ministry of IT and Communications, the Ministry of Culture and the Russian Television and Radio Broadcasting Network to conciliate the document and even now the financial issues are not settled.
The program's budget will be between $6 billion and $14 billion, as decided in the second quarter of next year as part of the federal target program for digitialization. Each of the agencies involved in the program has proposed a different budget and different financing scheme.
The document envisages the free digital distribution of socially significant television channels, regulates relations among broadcasters and between broadcasters and their subscribers and establishes which broadcasters will be forced to pay for digital distribution.
The new conception is a synthesis of those proposed earlier by several federal agencies. It goal is to provide all Russian television viewers with free reception of five or six central television channels and at least one regional channel in the digital DVB-T standard by 2015. In addition, four radio channels will be available in the digital DRM format. They will include Mayak, Yunost and Radio Rossii.
