Health Ministry Works Out Strategy
Russia’s Health and Social Development Ministry will focus in 2008 on elaborating the Strategy for Healthcare Development in 2009 through 2019. The document will set forth material growth in medical spending and the program of medical reforms to be carried out in 2009 through 2012.
Past week, Russia’s new minister of health and social development, Tatiana Golikova, made the first public statement related to the mid-term strategy of the ministry. Golikova said her ministry had set to elaborating a few planning documents, including the Strategy for the RF Healthcare Development in 2009 through 2019.

The ministry had no document whatsoever that could be regarded as a concept for advancing medical services, Golikova announced Thursday, during the sitting of the Public Chamber. The strategy would be made out in the first half of 2008 and set forth a definite program of actions for 2009 through 2012.

“The document shouldn’t be a general slogan, but feature definite directions for the first three, and then for the following seven years,” the minister pointed out.

It appears the Finance Ministry, where Golikova worked before the current appointment, will have to face a strong opponent. At the same time, the sources say Golikova doesn’t think her ministry crucially lacks funds. The absolute priority is to introduce the quality control for medical services there.
