The 2nd Step to Obedience
Under decision of the Central Election Commission, 11 parties have been sanctioned in Russia to take part in the State Duma elections slated for December 2, 2007. Three outcasts – Zelenye (The Green), People’s Union and the Party of Peace and Unity – will appeal the refusal in the Supreme Court. But no matter what the court will ultimately rule, the registration results of the election authority have confirmed the trend for bipartisan Duma, leaving quite a number of famous policy makers overboard.
Pursuant to the RF legislation, a party that has no faction in the State Duma will deposit a pledge of 60 million rubles or collect 200,000 signatures of the citizens in its support and submit them to the Central Election Commission for the checkup. The party will get no permit to run for the seats, if the number of invalid or false signatures exceeds 5 percent. Zelenye had 17.27 percent, People’s Union – 8.05 percent, Party of Peace and Unity – 5.16 percent.

So, quite a number of well-known policymakers won’t run for the State Duma by results of two stages of election campaign. The second stage ended the hopes of such veterans of the parliament movement as Sergei Baburin and Viktor Alksnis. Vladimir Ryzhkov, Dmitry Rogozin, Sergei Glaziev and Alexander Lebedev were crossed out at the end of the first stage, and former prime minister Mikhail Kasyanov refused to attempt to run for the membership at the beginning.

The third stage will start in December, when the Central Election Committee is to sum up the election results. But judging by all sociological polls, of 11 parties that continue to fight for the votes, only the ruling United Russia and Communist Party of the Russian Federation (CPRF) have the solid chance to overcome 7-percent ceiling, and LDPR and Fair Russia have some hope, which will probably materialize.

Moreover, even under the most optimistic scenario for the opposition, when in addition to United Russia and Fair Russia, the State Duma will have LDPR, SPS and Yabloko, United Russia will still control the parliament, generating 250 seats, while passing any bill calls for the majority of 226. In the three-party Duma of United Russia, CPRF and Fair Russia, United Russia will have 300 votes required for giving the go-ahead to constitutional acts.
