Ministries Fight over Target Programs
The transfer of supervision over the federal target programs, worth over 500 billion rubles annually, from the Ministry of Economic Development and Trade to the Ministry of Regional Development is not proceeding peacefully. Deputy Economics Minister Andrey Belousov stated yesterday at a meeting of the government that the right to supervise the program remains with his ministry. He took the opportunity to deny rumors that he was resigning at the same time.
State investment was a painful issue before that. On September 6, Belousov informed the government that only 26.2 percent of the 509.5-billion ruble federal target programs had been financed between January and June. Yesterday, Belousov stated that the financing crisis had been overcome and now that indicator has almost caught up to last year's level – 45 percent in September, as opposed to 50 percent last year.

Prime Minister Viktor Zubkov has stated repeatedly that he intends to transfer control over the programs to Kozak's ministry. Deputy Prime Minister Alexey Kudrin recent echoed that intention. New Minister of Regional Development Dmitry Kozak stated yesterday evening, also in the presence of the prime minister, that the new procedure for setting up programs under the management of his agency would be ready by November.
