More Arrests at the Accounting Chamber
There is another corruption scandal at the Accounting Chamber. Chief inspector Sergey Klimantov and first deputy head of the administration of the City of Vladivostok Sergey Dubovitsky were arrested yesterday as they accepted $120,000 that they allegedly extorted from a Moscow firm in exchange for removing violations from an audit. Klimantov, like the recently arrested inspector Yury Gaidukov, is a subordinate of auditor Sergey Abramov. Head of the legal department of the Accounting Chamber Zarina Farnieva was arrested yesterday as well in the Gaidukov case.
According to press reports, Farnieva held a high position in the Justice Ministry until Accounting Chamber Chairman Sergey Stepashin personally invited her to take her position at that agency, where she was a close adviser to him. All three people arrested yesterday were taken to court and ordered held for investigation for two months. Kommersant has learned that head of the investigative committee of the Prosecutor General's Office Alexander Bastrykin contacted Stepashin directly get his approval to press criminal charges against his staff members. A hurriedly formed working collegium at the Accounting Chamber also voted in favor of that move.
Investigators did not specify what Klimantov and Dubovitsky, who represents the interests of the City of Vladivostok in Moscow, were suspected of, saying that the investigation is still in its initial stages. The Accounting Chamber itself provided the details that are known.
Klimantov traveled to Vladivostok earlier this year after the Accounting Chamber decided in April to check “the effectiveness of the implementation of the Vladivostok 2012 project,” that is, preparations for the upcoming Asia-Pacific Economic Forum summit. Twenty-five economically-related criminal cases resulted from that inspection, including the arrest of head of the city administration Vladimir Nikolaev for abuse of office. Two deputy mayors, Yan Maltsev and Igor Golubev are suspected of misuse of budget funds. Another deputy mayor, Vladimir Leonov, is accused of real estate schemes that cost the city 22 million rubles. City official Yury Milov is also accused of abuse of office.
