No Rush to Reorganize Rosoboronexport
Russian Prime Minister Mikhail Fradkov yesterday criticized the idea of forming the state Rostechnology corporation around Rosoboronexport. In spite of the fact that the idea originates in the presidential administration, the prime minister has declared it “in the very earliest stages of discussion” in his first recorded comments on the proposal.
After urging greater caution when forming state corporations, Fradkov was asked if state agencies, such as the Federal Industry Agency (Rosprom), which will be leaderless after current head Boris Aleshin takes over the management of Rosoboronexport-controlled automaker AvtoVAZ, could be the bases for state corporations, gave an unexpectedly affirmative answer.

Thus Fradkov made it clear that the formation of the state corporation cannot be achieved quickly and that the government has a number of options. A source close to Rosoboronexport said that Fradkov, Rosoboronexport head Sergey Chemezov and chief of the presidential executive staff Sergey Sobyanin have not conciliated their plans. Rather, Sobyanin went directly to the president. That move caused irritation among officials, which is reflected in Fradkov's statements. This is not the first time a difference has arisen between Rosoboronexport and the presidential administration.
