State Duma Completes Energy Reforms
Russia’s parliament, the State Duma, set to the final adjustment of energy reform laws on September 7, 2007. For RAO UES of Russia, the deadline to complete all energy reforms and to wind up itself is July 1, 2008.
The State Duma passed in the first reading amendments to the laws on electric power industry, on peculiarities of electric power industry during the transition period and on the state control over the tariff rates for electric and thermal energy.
Amid other things, July 1, 2008 has been determined the deadline for winding up RAO UES of Russia and completing energy reforms. Other amendments suggest fixing the maximum energy rates for five years instead of a year, which is today’s practice. The regions, however, may hit the government’s limits if it is needed to implement investment projects there.
The government backs up proposals with the sole exception. The lawmakers suggested restricting the right of using and owning electrical/thermal energy facilities by companies that violate technical and other requirements, transferring facilities to the companies designated by the government. But the cabinet isn’t particularly willing to assume this right yet.
