Yushchenko Extends Control to Russia’s Gas
Ukrainian President Viktor Yushchenko attempted to influence the talks with Gazprom on 2008 gas prices. Yushchenko committed the government to agree on with him the proposals to be made in Moscow. The president excluded the mere chance of transferring to Russia a portion of Ukraine’s gas transport system in return for getting access to gas fields of the neighbour.
President Viktor Yushchenko inked Friday the ruling that sets forth procedures for international gas negations. The ruling that is the so-called road map for cabinet of Viktor Yanukovich commits negotiators to agree on with Yushchenko all proposals to be made by Ukraine in the gas talks with Gazprom, including gas shipment, transit and storage.

What’s more, the president is apparently in no mood to confine to the mere control over the talks. New regulations enable him to supervise even the public evaluation of negotiations given by state bodies.

According to a high-ranked source with Yushchenko’s office, the decree emerged in the wake of the statement of NAK Naftogaz of Ukraine CEO Evgeny Bakulin. Bakulin said he was in talks about the asset swap with Gazprom and Russia offered to jointly use the gas transport system for gas transit via Ukraine in exchange for the opportunity to produce from the fields of Russia. Yushchenko chastised that initiative and vowed to break the negotiations by decree.
