Results from the First Day of MAKS 2007
Vneshekonombank (VEB) signed a protocol of intentions to cooperate with the United Aviation Construction Corp. Under the document, the bank can become a shareholder of UACC if executives on both sides approve the move. The protocol specifically states the bank's interest in providing investment consultation to UACC in the event the corporation holds an IPO. The parties intend to implement investment projects for the “thorough modernization of existing [production] and the creation of new, innovative high-technology production of aviation equipment and parts.” In particular, they are thinking about the possibility of the bank's participation in financing a UACC engineering center, testing base, experimental production and the necessary housing and infrastructure for that project. UACC head Alexey Fedorov said that the corporation had to attract 120 billion rubles in loans by 2012. VEB and UACC also reached an agreement on jointly developing the leasing of the corporation's aircraft.
VEB also signed an agreement on strategic partnership with the Almaz-Antey air defense concern. The document mentions implementing new, specialized arms production projects and a new generation of military air defense equipment at the concern, in particular, the construction of two assembly lines for fifth-generation unified ballistic missile systems.

VEB signed an agreement with Roscosmos, the federal space agency, on the development of an organizational scheme for the financing of projects the agency is involved in. The bank undertakes to cooperate with Roscosmos in developing a financing scheme for projects, including making preliminary analyses, consulting, and participating in meetings, business trips and other events related to the realization of the projects. In particular, participation in the Glonass federal target program is suggested, as well as in the Federal Space Program for 2006-2015, investment projects, organization of guarantees of fulfillment of obligations in the area of international cooperation in the field of space and state-private investment projects.

Rosoboronexport signed a protocol with the Defense Ministry on implementing a contract to deliver three Su-27SKM and three Su-30MK2 aircraft to the country. The value of that deal is $330-350 million.

UACC signed a memorandum with Aviation of Ukraine in the presence of Russian First Deputy Prime Minister Sergey Ivanov and Ukrainian Prime Minister Viktor Yanukovich on mutual understanding on the development of civil and freight aviation equipment.

Leasing company Ilyushin Finance Co. signed a contract with the Airlines 400 aviation company (which will operate under the trademark Red Wings) on the delivery of six Tu-204-100 planes for a total of $250 million. The planes will be delivered into financed leasing for 15 years beginning in 2008. In addition, IFC signed an agreement with Russia state transport company to finance the leasing of six An-148 craft for a total cost of $132 million, as well as a memorandum of mutual understanding on acquiring Il-96-300 aircraft for the fleet of the presidential business office at a cost of $75 million. IFC noted that the An-148 planes will be delivered beginning in 2009 and made by the Voronezh Aviation Construction Association. IFC also sign a contract with Goszamkadastrsyemka for one An-38 to be delivered in January 2008.

VSMPO Avisma titanium corporation and the American Boeing company signed an agreement on creating a joint venture to develop titanium parts for use in the Boeing 787 Dreamliner.
