In Prime for Crime, Too Old for Prison
Moscow City Court read yesterday the verdict to Yury Buikin, former high ranked officer of Economic Development Ministry, and Vladimir Maksimov, former representative of the ministry to Central District. The accused were found guilty of the office abuse when illegally granting meat import quotas that led to the state losses of roughly 800 million rubles.
Moscow City Court read yesterday, August 16, 2006, the verdict to two bureaucrats supervising the foreign trade of the country. Yury Buikin, 61, held the office of deputy chief of Economic Development Ministry’s Department for State Control over Foreign Trade and Customs, while Vladimir Maksimov, 59, stood for the ministry in Central District.
The accused were charged with illegally granting to commercial firms additional quotas and licenses for beef/pork imports in 2005. The damage caused to the state as a result of underpaid customs duties reached 800 million rubles.
The judge found both ex-bureaucrats guilty of the office abuse, which led to grave aftereffects. Buikin was condemned to five years in prison and Maksimov got the sentence of three years. But prisoner Buikin was amnestied because of the 100-year anniversary of the State Duma and as a person, who was 60 years old in time of the crime. As to Maksimov, he is yet to spend a year and nine months in prison. But if the sentence is not appealed and takes effect, Maximov will become eligible for parole on expiration of a half of his term, i.e. he is likely to leave the prison in three months already.
