Looking For a New Chief of Aircraft Construction
Russian MiG Aircraft Construction Corp., which order portfolio stands at roughly $4.5 billion, is getting ready for a management upheaval. MiG Acting General Director Sergey Tsivilev is likely to vacate the office in late September once the process of making MiG a joint stock corporation is completed.
The future resignation of Sergey Tsivilev, 1st Deputy General Director and General Designer of Russia’s MiG Aircraft Construction Corp., has been reported by sources with Industry and Energy Ministry and Russian Federal Property Agency.

“The issue has been decided at the highest level,” sources with the ministry explained. “The key reason is that law enforcement bodies have claims to Sergey Tsivilev. His candidacy won’t get the agreement of profile ministries,” they said conditioning future ouster of top manager to the fact that he is a witness in some criminal case.

In December of 2006, Tsivilev faced charges of grand fraud and document forgery. The prosecutors claimed MiG Corp. had been supplying counterfeit spares to Poland. Tsivilev was freed from the charges afterwards and is now just a witness in the case. For some reason, the investigation of that case has been extended till October 1.

The analysts, however, attribute forthcoming resignation of Tsivilev to the battle of industry’s clans eager to grab control over the corporation. The matter at stake is not the fight of some separate bureaucrats but rather the ruthless war of powerful groups, including Rosoboronexport and Sukhoi Holding.
