Regions Fail to Describe Land in Time
Starting from January 1, 2008, authorities of better part of Russia’s regions won’t be able to reserve the land for construction should no amendments be introduced to the Urban Construction Code.
”The Urban Construction Code should be changed and the Public Chamber will focus on initiating the required amendments in the State Duma,” said Vyacheslav Glazychev, head of the Public Chamber’s Commission for Regional Development and Local Self-Government. Glazychev made this statement on Friday after the joint sitting of Regional Development Ministry with respective department of president and spokesmen of the regions.

The highlight of the meeting was readiness of the regions to submit territorial planning layouts till this year-end. It turned out that only 11 of 86 regions have elaborated the respective documents. Moreover, the layouts of only four regions correspond to the Code. But starting from 2008, any reservation of the land, its alienation, including via the buyout, or transfer to another category is conditioned to approval of such layouts. Moreover, from January 1, 2008, the regional authorities won’t be able even to release construction permits without the approved layouts for territorial planning.

The regions blame the delay on various reasons, ranging from the absence of topographic mapping to the conflicts with municipal authorities. The key problem, however, is the apparent lack of desire of federal leadership to co-finance the program of elaborating territorial planning layouts.
