Cabinet Struggled Out Of Poverty Line
According to the government’s report on income and property of ministers, the salary of the latter surged 40 percent during a year to roughly $6,600, which matches a mid.-level manager in a big company. But disclosed income of the highest bureaucrats fails to explain the extent of their operations with real estate.
Rossiyskaya Gazeta promulgated Saturday the data on income and property of Prime Minister Mikhail Fradkov and 20 ministers of the cabinet. Similar to 2006, only two ministers – Natural Resources Minister Yury Trutnev and IT and Communications Minister Leonid Reiman – have the revenues, which amount stands apart from the income of all other ministers. The reason of their exceptional wealth is the money generated by their own assets and from the sale of such assets. The same reason explains somewhat higher income of Public Health Minister Mikhail Zurabov.

Moreover, Trutnev is the only minister in cabinet, who suffered some decline in revenues past year.

Less the above trio and former Prosecutor General and today’s Justice Minister Vladimir Ustinov (who received pension allowance of 2.06 million rubles and discharge allowance of 1.38 million rubles) and former Federal Tax Service Chief Anatoly Serdyukov, the income of 15 typical ministers surged 39.66 percent during a year to 2.14 million rubles a year, or roughly $6,600 a month.

In this respect, the changes in ministers’ estate analyzed for 2004 to 2006 in view of the minimal value of their flats ($5,000/sq m), land ($10,000/100 sq m) and cottages ($2,000/sq m) trigger big numbers of questions instead of giving the answers. Indeed, according to the independent probe of Kommersant, six ministers had the changes (mostly increase) that were several fold above their average annual income calculated in view of the average salary taken for the last two years.
