Federation Council Enthralls Migrants with Politics

Russia’s Federation Council developed the concept of the draft law “About naturalization and citizenship” which brings drastic changes into Russia’s migration policy, from tax remissions for migrants to permitting them to take part in elections in Russia. The concept’s developers hope it will help to replenish the reducing labor resources, and to strengthen Russia’s influence abroad. The draft law will be submitted to the State Duma this autumn.
Federation Council member Vladimir Slutsker presented on Wednesday the concept of the draft law “About naturalization and citizenship”, proposing to unify the current legal acts on migration, supplementing the law with unheard-of preferences for migrants.
Thus, Slutsker said the FC has already developed and directed to the Finance Ministry and the Federal Tax Service the amendments to the tax code which grant equal rights to labor migrants and Russian citizens. For instance, the income tax for foreigners is to be lowered to 13 percent. The foreigners working in Russia now pay a 30-percent income tax if they stay not longer than six months. Those who stay longer than half a year acquire the resident’s status and pay 13 percent, like Russian citizens.
The new law is to include foreigners into the country’s political life as well. Thus, the foreigners temporarily residing in Russia will have the right to vote at least in local elections. Any registered foreigner will have the voting right.
