EuroCommission Drawing Blue Cards
// The EU is about to introduce pan-European permissions for migrant labor
The EuroCommission will begin in September 2007 discussing the blue card system. It is a system for attracting high-skilled labor migration to the EU. It is based on merit point migration system. Unlike U.S. green card, it is valid for five years. Experts think if the EU’s reform is successful, Russia will feel the shortage of high-skilled labor migrants in ten years.
The EU will consider in September 2007 the draft reform of the labor migration system. It will include a new means, blue card. If these temporary European work permits are approved by the EU, they will be valid within the entire EU, for five years. Moreover, families of blue card holders will have the right to reside in the EU as long as the card is valid.

Meanwhile, Russia’s Federal Migration Service (FMS) and the Ministry of Health and Social Development are working out a merit point labor migration system as well. So, the creation of the blue card system will cause both the outflow of skilled professionals from Russia, and the competition between Russia and the EU for the labor resources of Ukraine and Moldova.

However, head of the Social Policy Institute of the Highest Economy School Sergei Smirnov thinks the EU’s new measure will hardly affect Russia’s labor market within the upcoming ten years, because there is less demand for Russian professionals in the EU than for Ukrainian citizens. Yet, the expert said the blue card system will simplify the employment in Europe for Russian professionals. Moreover, Russia might become a ‘transfer base’ for CIS citizens determined to work in Europe.
