Govt Mulls Import Benefits to Sochi Olympics Suppliers
Companies operating in the run-up to the 2014 Winter Olympics in Sochi will enjoy certain customs preferences, Russia’s Deputy Prime Minister Alexander Zhukov said Thursday. Financial officials say that the benefits must be mapped out not only in Olympic blueprints but also in the Customs Code.
A bill on the Sochi Olympics will ease visa rules for Olympic guests and give customs privileges to companies which will be taking part in the run-up to the Olympics, the document’s drafter Alexander Zhukov told the Russian News Service network on Thursday.
The deputy prime minister has mentioned the first possibility of individual customs preferences which are banned in 2002’s Tax Code. Mr. Zhukov’s office was unable to specify the benefits.
The Economic Development and Trade Ministry said Thursday that the Customs Code must be amended first to give the green light to any import rebates.
Valery Goreglyad, auditor at the Russian Audit Chamber, says “the Customs Code guarantees equal opportunities to all importers and exporters, and rules of the game ought not to be changed even for the Olympics.” The auditor says that the preferences are likely to create corruption risks along with preferences for foreign suppliers. The Federal Customs Service, meanwhile, says it does not mind a special regime to Olympic projects-related firms, saying “infrastructure construction in Sochi is going to need these privileges.”
