Alcohol Law Not to Cover Perfumes, Cosmetics
The Russian government has agreed to bring cosmetics products out of the power of an alcohol law, officials announced Tuesday. Otherwise, perfumes, skin care products and toothpaste would risk disappearing from Russian shops next week.
The government is to issue a decree within the next few days to take perfume and cosmetics productions out of the law on ethyl alcohol production and circulation, Pavel Shapkin, head of the National Alcohol Association, told Kommersant. The Finance Ministry confirmed the report.
A new draft of the alcohol law would ban all retail sales of products with denaturated ingredients. The move that would forbid perfume, toothpaste and cream sales was to come into effect on July 1.
The Russian perfume and cosmetics market rose to $8 billion, according to expert estimates. Products with denatured ingredients account for 40 percent of the sales, according to market participants.
Dmitry Bulanov, director of the Green Mama cosmetics company, notes that the ban would have affected importers the most since Russian companies tend not to use denatured ingredients. Analysts say that foreign producers would not have changed their production technologies to cater for the Russian market, booming as it may be.
