Russia’s Govt Deciphers President’s Address
Russia’s government promulgated yesterday the ruling with actions to be taken this year to implement the April address of President Vladimir Putin to Federal Assembly. The cabinet needed a month and a half to shape the detailed plan.
The yesterday’s ruling of cabinet sets the highlights for implementing Vladimir Putin’s annual address to Federal Assembly. Judging by duties assignment, the greatest work will be done by Transport Ministry, Finance Ministry and Science and Education Ministry. It is no news actually, especially in view of the May fuss around three-year budget, road reform and project to create a nanotechnology corporation.
But the president is apparently far less concerned about matters referred to the competence of Justice Ministry, Health Ministry, Russia’s Atomic Agency (Rosatom), Rostekhnadzor technological watchdog and Defense Ministry. Anyway, the cabinet came up with no great novelties in this field.
Generally speaking, the government’s plan spells out no landmark actions. In addition to measures announced before, the cabinet pledged to consider in October a few bills that will ease the launch of private houses, prepare by December 2007 the president’s decree on evaluation criteria for the regional and municipal bodies, forge plans to improve collection of the Unified Social Tax and Income Tax (June and July of 2007) and deliberate on the fishing industry reform (July and August of 2007).
