Federation Council Meets President’s Request
// in the matter of reforming the Prosecutor General’s Office
Russia’s Federation Council (FC) ratified on Friday a constitutional law about creating the Investigative Committee at the Prosecutor General’s Office. The law deprives the prosecutors of the right to investigate, and makes the new structure insubordinate to the Prosecutor General. The Office has recently recommended to the FC not to ratify the law. However, the upper chamber chose to take into account the statement of Presidential Plenipotentiary in the FC Alexander Kotenkov, who said that the law was initiated by President Vladimir Putin himself.
Russia’s State Duma (lower chamber) passed on May 11th the draft bill with the amendments to the law about “The Prosecutor General’s Office of Russia” and to the Code of Criminal Procedure. The amendments stipulate creating the Investigative Committee at the Prosecutor General’s Office.
The Federation Council (upper chamber) ratified the draft bill on Friday, despite the Prosecutor Office’s critical remarks that it contradicts the Constitution and the international laws.
During the discussion of the bill in the Federation Council, Presidential Plenipotentiary in the FC Alexander Kotenkov reminded to the senators that it was President Vladimir Putin himself who initiated the law and supported it at all stages.
The FC did not dare contradicting the president’s representative, and ratified the law by 127 votes. Only 2 senators voted against, and 6 abstained.
