Fed Council to Improve by Staff Turnover
The upper house of Russia’s parliament, the Federation Council, met in confidence yesterday to elaborate on improving efficiency of its work. The result of the closed hearing will be amendments to the Fed Council’s bylaws and legislation obliging the State Duma and government to respect senators’ opinion.
One of the revolutionary initiatives voiced by Fed Council Speaker Sergey Mironov even before the yesterday’s get-together of senators relates to large-scale regional deliberations (through assistance of Fed Council’s senators, of course) on the third presidential term for Vladimir Putin. The second novelty is introducing a ten-year settlement requirement for senators, which will make the Fed Council a true house of regions.
Poor cooperation with government was amid the yesterday’s highlights, Mironov specified. Senators would like to meet the prime minister at least twice a year, but are still unable to think out how to make the PM a more frequent visitor in parliament.
Still, the greatest support was given to Mironov’s proposal targeted at self-improvement. The speaker suggested replacing vice-speakers and chiefs of committees at least once a year. So, vice-speaker, Mikhail Nikolaev, will probably yield office to Rafgat Altynbaev, today’s chief of the Fed Council’s Regional Policy Committee and Mironov’s mate in the Fair Russia Party.
