Moscow Police Marched to Promotion
Russia’s President Vladimir Putin confirmed yesterday the appointment of top-ranked officers of Interior Ministry’s Main Department for Moscow faulted for dispersing the Dissenters’ Marches on April 14. The appointments are the scheduled ones and don’t relate to police actions during that event, sources with the ministry said. “The attacks and illegal beating of dissenters will continue,” leaders of the opposition marches forecast.
Russia’s President Vladimir Putin inked a decree yesterday to confirm in office top-ranked officers of Interior Ministry’s Main Department for Moscow (Moscow GUVD). Vyacheslav Kozlov was approved as the deputy chief of Moscow GUVD and the chief of Security Police, Arkady Gostev finally took over the Public Order Securing Department at Moscow GUVD and Vyacheslav Khaustov was sanctioned as commander of Moscow riot police, OMON. Their office capacity had been just acting before Putin’s decree.

But exactly that already notorious trio of GUVD secured the order during the Dissenters’ Marches staged in Moscow on April 14.

Spokesmen of authorities urged yesterday not to link the appointments to successful crackdown on the Dissenters’ Marches, attributing it to the scheduled movement of top-ranked personnel. But the masterminds and participants of rallies think different.

“It is the response to all those questioning legality of police actions during the Dissenters’ Marches, as well as to all those who called for resignation of [Interior Minister Rashid] Nurgaliev,” explained Garry Kasparov, former chess champion and today’s leader of the United Civil Front March, who had been briefly detained during the rallies.
