Central Election Commission Sheds Light on Black PR

Russia’s Central Election Commission (CEC) held a closed session on Friday with participation of law-enforcers and members of five political parties, devoted to combating illegitimate agitation. Most participants of the session agreed that black PR would always exist, but the parties are not equal under the law when answering for it. The CEC will now have more closed sessions: it will adopt “interior rules of communicating with mass media” soon.
CEC Chairman Vladimir Churov was shocked by the amount of black PR during the elections of Krasnoyarsk Territory’s legislature. The CEC issued draft recommendations for combating illegitimate agitation. Parties are asked to refrain from black PR and go by the agitation rules.
The CEC invited representatives of five political parties: the United Russia, the Fair Russia, the Liberal-Democratic Party (LDPR), the Communist Party, and the Union of Right Forces (SPS). Deputies complained that the United Russia is not punished for black PR as all other parties are.
The CEC itself can be suspected of inequality approach, since it invited only five parties, leaving all others out.
By the way, the CEC will soon be banned from free communication with journalists. It will soon adopt the “interior rules of communicating with mass media” which will, for instance, prohibit discussing decisions not-yet adopted by the CEC.
