Tender Announced to Launch National Court Online Network
Russia’s Supreme Court has announced a tender to choose a systems integrator to launch the federal network that would unite Russia’s 3,000 courts. The system will make all verdicts and other court documents available online.
1.5 billion rubles was spent in the last three years to set up the Justice state automated system. 2 billion more is allocated for the launch and servicing for the next four years. The system will see all 2,712 courts of general jurisdiction connected into one system to store and exchange internal information. All verdicts, court documents and statistics will be available for any Internet user.
There is no system to match the Russian one, according to the World Bank which granted $50 million in a loan to support Russian legal reform, an official at the Supreme Court says.
The Voskhod research and development center is a major bidder to launch the system. Voskhod is a creator of the federal election system and is now drafting the project of introducing biometric IDs in Russia. Results of the tender are to be announced on May 16.
The Supreme Court, which championed the creation of the system, says that it will help to ensure that Russian judiciary system is transparent and open. Online access to court information will enforce a bill that guarantees access to court files. The parliament is likely to endorse the bill in May, Duma deputy Vladimir Pligin said in an interview with Kommersant.
