PACE Adopts Ukraine Resolution
The Parliamentary Assembly of the Council of Europe on Thursday adopted a resolution on Ukraine. In an effort to remain impartial, European deputies drafted quite a vague document. Still, it urges all Ukrainian parties to respect any decision that the country’s Constitutional Court will pass on the presidential decree to dissolve the parliament.
In the resolution adopted by the assembly’s majority, the PACE underscored that the decision of the Ukrainian Constitutional Court should be accepted as binding by all parties.
The deputies called for further constitutional reform in Ukraine to help settle the crisis.
The Thursday sessions noted that the Ukrainian president’s decree to disband the parliament does not correspond to any of the three official reasons for the parliament dissolution. The PACE, however, tried to sound impartial and called on Ukraine’s leaders and parliament to resolve the crisis in a legitimate and peaceful way.
The chamber’s speaker gave the floor to Alexander Moroz, speaker of the formally dissolved Rada. Opposition Ukrainian politicians protested the decision, recalling Tuesday’s address of another member of the ruling party, Prime Minister Viktor Yanukovich. Alexander Moroz thanked the PACE for adopting the resolution and said the current crisis should be settled by the Ukrainian Constitutional Court and the Constitution itself.
